1. Can a company that acquires properties, old and new, through equity investments, even consider applying to the USCIS as a regional center? (I was always under the impression that it had to be a "newly developed building," but I don't see any problem... Jobs can still be created.)

2. If the investment is NOT made in a TEA, since the company looks to acquire buildings in economically stable region, then can a $1,000,000 investment be made by a foreign investor instead of $500,000? And if ten jobs are created can that count towards the job creation requirement?

3. Can a Regional Center project solely get investments from EB5 interested foreigners or can they combine domestic capital investment in the project as well? If both domestic capital and EB5 related capital can be injected into the project how does a Regional Center allocate the $500,000 into the investment from the foreigners? Would they use up all the money from EB5 investors first within the first 2 years, and any extra monies needed could then be taken from the domestic capital?

Real estate seems to be a hot topic

1. What economic analysis model does the Regional center that does equity based real estate investments submit to the USCIS, if buildings bought and sold aren't even known yet? The geographical area is known like a state. But what kind of model is USCIS expecting?

2. How does an equity based real estate firm, that constantly buys, renovates and sell buildings even get the I-526 approval for an investor. It can take months for that I-526 to get approved, and by then huge changes could have happened in that building.

3. If additional investors come into the fund, does each investor need completely different economic forecasting of the buildings they invest in with the current "economic staus" of that building?
